The space station is managed by an over confident and exuberant commander, Comet the dog. The crew includes, Sputnik the pig, a very knowledgeable reader; Haley, a rabbit, an athlete and Comet's true peer; Radar, the monkey, who is somewhat self involved; Jet, a silent alligator whose gestures and expressions are his mode of communication, and Sal, a congenial three-eyed octopus who runs the counter in the space station cafe, the Smoothie Shack. See 47 C.F.R. Section 73.671, NOTES 2 and 3. | ANALOG OPERATION: The station permanently terminated analog broadcasting on February 17, 2009, in accordance with FCC authority. WBOY-TV PRE-EMPTIONS: During the period October 3, 2015 through December 5, 2015 the two 30-minute core programs regularly scheduled for broadcast Saturday mornings at 10:00AM and 10:30AM were rescheduled to other core hour slots and to their "second home" slots when possible, in order to carry a time sensitive weekly one hour pre-game show, Mountaineer Game Day. In the Licensees good faith judgement, the rescheduling best served the needs and interests of the viewers of the West Virginia-based station during the time slot, in the public interest. Promotional efforts were made to notify the public of the rescheduled dates and times of the preempted children's programs, by notifying program guides and viewers. Therefore, it is respectfully submitted that the rescheduled core programs should continue to count towards the stations three-hour average, consistent with Preemption of Children's Television Educational and Informational Programming. |
