"Pearlie" is an animated comedy series based on the children's book series, Pearlie the Park Fairy by Wendy Harmer. Pearlie is an optimistic, light-hearted fairy who sees the good in everybody, but often gets into situations because her desire to help is larger than her capacity to deliver. Aimed for an audience within the 4- to 8-year-old range, episodes focus on the importance of following the rules, using good judgment and learning how to avoid getting into trouble. Since Pearlie was appointed by Fairy Head Quarters (HQ) to keep Jubilee Park in sparkling order, she has constant challenges with her basic goal of keeping everyone happy and making sure the park functions smoothly. Pearlie's nemesis and cousin, Saphira, often takes advantage of Pearlie's good nature which requires that Pearlie must also frequently outwit the park bully. In each episode, Pearlie approaches new tasks and problems with a great deal of enthusiasm, but without the organization required to get the job done. Through plot developments and with the assistance of her friends, Opal and Jasper, she learns what to do and what not to do in each situation so the park can be restored to order.

Section 73.671, NOTES 2 and 3. 1) In September, WVIR-TV extended its Sunrise newscast by 30 minutes M-F, increasing our total hours of locally originated news each week from 29 hours to 31.5 hours on our primary digital channel stream (Digital 1). We also provide 3.5 hours of locally originated news each week on our secondary digital stream (Digital 3), all of which helps to serve the informational needs of families. WVIR-TV also provides round-the-clock live weather updates on a secondary digital stream (Digital 2). We encourage parents to use all of these opportunities to help children keep up with current events and how these events shape the world in which they live. 2) WVIR-TV broadcast 281 youth-targeted (ages 16 & under) PSAs furnished by NBC on the primary digital stream during 3rd Quarter. 3) Additionally, WVIR-TV broadcast 28 hours of primetime programming provided by NBC that may be considered "core" - "Friday Night Lights," "Dateline NBC," "Who Do You Think You Are?" "Friends With Benefits," "Up All Night," and various NBC Specials during 3Q. 3) By year's end, we will have aired 1420 PSAs for the UVA Children's Hospital, in lieu of our annual Children's Miracle Network telethon. (The telethon was withdrawn at the hospital's request.) 4) Now that school is back in session, we will reinstate offering station tours to school groups, scout troops, and the like, in which we discuss how the news and weather forecasts are created and disseminated. (We average 3 tours/month.)
