SATURDAY 9-10 AM PREEMPTIONS: During the period January 1, 2013 through March 31, 2013, the two 30-minute core programs regularly scheduled for broadcast Saturday mornings at 9 AM and 9:30 AM were rescheduled to their "second home" slots in most instances the following day during the core hours 7:00 AM and 12:30pm, in order to carry a time-sensitive weekly pre-game talk show featuring locally venerated West Virginia University Mountaineers mens football head coach Dana Holgerson; and West Virginia University Mountaineers basketball coach Bob Huggins: in the licensees good faith judgment, the rescheduling best served the needs and interests of the viewers of the West Virginia-based station during the time slot, in the public interest. Promotional efforts were made to notify the public of the rescheduled dates and times of the preempted children's programs, by notifying program guides and viewers. Therefore, it is respectfully submitted that the rescheduled core programs should continue to count toward the stations three-hour average, consistent with Preemption of Childrens Television Educational and Informational Programming, 8 CR 1036 (M. Med. Bur., July 11, 1997). |
