In each episode Chica develops or encounters a problem that she cannot immediately resolve. Usually her issues involve impulse control, distractibility, judgment, and inter-personal behaviors. A group of four preschool aged puppets who live together in house with their off-screen mother and father. We meet them in the bedroom, a dormitory of sorts, where they show us their nighttime routine of brushing their teeth and having quiet conversation before falling off to sleep. The quiet time, always turns into a discussion that results in a dream-like adventure to solve a problem, such as overcoming shyness, making a new friend, or dealing with a bully. The adventure takes place in several nighttime dream locales where special friends help them work through the socio-emotional problem of the day. Specific approaches to managing the problem are demonstrated and practiced during the adventure, and the children return home confident, getting ample rest for today and facing their issues tomorrow.

See 47 C.F.R. Section 73.671, NOTES 2 and 3. The station timely filed its report for the fourth quarter of 2013 on January 8, 2014. The station is filing this amended report to reflect a potential commercial limits issue regarding programming supplied to it by NBC. After due review of internal station records and documentation provided to us by program suppliers, the licensee hereby certifies as follows: (i) the only programs specifically designed for children ages twelve and under that the station broadcast this quarter are disclosed in this report and (ii) except as set forth herein, the licensee fully complied with the FCC's commercial limits in children's programs, as specified at 47 C.F.R. Section 73.670, with respect to these programs. On October 12, 2013, the closing credits for "Lazytown," an educational and informational program supplied to the NBC Network by Sprout for the "NBC Kids" Saturday morning E/I block, inadvertently included a fleeting (one-half second) display of the URL for the program's web site (www.lazytown.com). We have been informed by NBC that before providing children's programming to its affiliates, the NBC Network takes precautions to avoid any potential violations of the FCC's web site rules. Specifically, each episode of the "NBC Kids" Saturday morning E/I block is reviewed by Sprout, whose policy is to remove all URLs from program materials. In this case, however, the display of the URL in the closing credits was so fleeting it was missed during the review process. The NBC Network is working with Sprout to develop and implement additional procedures to minimize the possibility of a re-occurrence of this isolated incident.
