Include any other comments or information you want the Commission to consider in evaluating your compliance with the Children's Television Act (or use this space for supplemental explanations). This may include information on any other noncore educational and informational programming that you aired this quarter or plan to air during the next quarter, or any existing or proposed non-broadcast efforts that will enhance the educational and informational value of such programming to children. See 47 C.F.R. Section 73.671, NOTES 2 and 3. | As the FCC's records will reflect, LocusPoint KFTL Licensee, LLC ("LocusPoint"), pursuant to the Commission's authorization, became the licensee of Digital Class A Television Station KFTL-CD, (Facility ID 52887) on February 25, 2013. This certification for the period 1 Jan 2013 - 31 Mar 2013 reflects information provided by the prior licensee concerning the programming it aired before the transaction closed, as well as information concerning the programming selected and aired by LocusPoint after that date. The answers to questions 7(a), 8(a) and 8(b), all of which ask for a single "average" number of hours per week of programming during the quarter, were calculated as the weighted average of 8 weeks of the pre-sale programming and 5 weeks of the post-sale programming. Note that the previous licensee broadcast 144 hours per week on other than its main program stream (one secondary stream, 6 days per week, 24 hours per day) prior to the sale. Upon taking ownership the current licensee expanded this to 504 hours per week (three secondary streams, 7 days per week, 24 hours per day). Both prior to the sale and following the sale, the amount of Core Programming exceeded the minimum required. |
