Section 73.671, NOTES 2 and 3. | The City of Baltimore experienced civil unrest in April and May 2015 in the wake of the death of a 25-year-old African-American man following his arrest by Baltimore police officers. On Friday, May 1, that man's death was ruled a homicide, and charges were brought against six police officers. WBAL-TV anticipated that these developments could cause the station's regularly-scheduled children's programming on Saturday, May 2 to be interrupted (and possibly preempted) by news coverage-including live cut-ins, crawls, etc.-of protests, press conferences, further civil unrest and/or other similar events. WBAL-TV therefore decided that the public interest would be best served by preempting the regularly-scheduled children's programming in its entirety and substituting it with programming targeted toward an adult audience, (1) to minimize the likelihood that young viewers would be exposed to such news coverage and (2) to increase the likelihood that adult viewers would in fact be exposed to such news coverage, including any related emergency information. |

In the imaginary setting of Lazy Town, characters' eating and fitness habits are linked to problem solving in their world. The lead character is Stephanie, a young girl who guides the audience through the story as she and her friends ("human" puppets) and her Uncle (Mayor Milford Meanswell) navigate life within Lazy Town. Robbie Rotten, the underground spy and influencer who personifies the ethos of Lazy Town, is determined to ruin the health and fitness practices of Stephanie and her friends. When the kids have difficulty with Robbie Rotten, Sportacus, a gymnast/athlete prepared to answer any call for help, comes to the rescue from his home in a zeppelin-like aircraft that hovers over earth.
