See 47 C.F.R. Section 73.671, NOTES 2 and 3. Because the New Year started on a Sunday and this was not a Leap Year, there were only 12 Saturdays in the 13 weeks of the 1st Quarter of 2017. Children's programming for subchannels GTXL, Weather Now, and QVC were not adjusted to account for this , and therefore their weekly average was only 2.77 hours as opposed to the usual 3 hours of programming per week. However, WTXL's average for the 13-week period was 4.15 hours. The four stations combined presented an average of 12.46 hours of programming per week, which divided by 4 is 3.12 hours, which exceeds the FCC requirement for 3 hours of children's programming per broadcast week.
