Include any other comments or information you want the Commission to consider in evaluating your compliance with the Children's Television Act (or use this space for supplemental explanations). This may include information on any other noncore educational and informational programming that you aired this quarter or plan to air during the next quarter, or any existing or proposed non-broadcast efforts that will enhance the educational and informational value of such programming to children. See 47 C.F.R. Section 73.671, NOTES 2 and 3. | This amended 2nd Quarter report is being filed to add information regarding programming that aired on the station's digital subchannel 20.3, beginning April 28, 2016, that was omitted from the original report. The four programs listed in Section 7 "Non-Core Educational and Informational Programming", representing three hours per week of children's programming, met all requirements of "Core" except that they aired outside of the required 7:00am to 10:00pm time window. This was a result of the entire 20.3 program stream being broadcast in Hawaii with a Pacific time zone feed. The fact that this time shift resulted in the programming not qualifying as "Core" was not recognized until late in the 3rd Quarter 2016. Corrective action was taken in 4th Quarter 2016 including 1) new hardware was installed to permanently time shift the entire program stream such that all children's programming will air within the 7 am to 10 pm window required for Core programming, and 2) substantial additional Core programming was added to the station's schedule beginning late in the 3rd quarter and running throughout the 4th quarter, in order to compensate for the fact that this programming could not be counted as Core when originally aired. |
