Animal trainer Brandon McMillan operates a training facility known as the Lucky Dog Ranch, where his mission is to rescue hard-to-love and untrained dogs and find them homes. The show focuses on exercising responsibility and on developing a sense of appreciation for life and animals. Life lessons are an integral part of the overarching theme of rescuing these animals from death and providing a second chance for life. RRTD might go to the beach, or the mountains, or to strange lands with pillows everywhere; just the sort of place where imagination and logic come together. The space station is managed by an over-confident and exuberant commander, Comet the dog. The crew includes, Sputnik the pig, a very knowledgeable reader; Haley, a rabbit, an athlete and Comet's true peer; Radar, the monkey, who is somewhat self-involved; Jet, a silent alligator whose gestures and expressions are his mode of communication, and Sal, a congenial three-eyed octopus who runs the counter in the space station cafe, the Smoothie Shack. See 47 C.F.R. Section 73.671, NOTES 2 and 3. One or more episodes of childrens programming that was preempted during the quarter was not rescheduled. The Digital Core Programming Summary section of this report would not permit the station to include preemption reports for such unrescheduled preemptions and FCC Staff has advised that no preemption report for such unrescheduled episodes is necessary. On July 20, 2016, a severe storm caused the stations transmitter to go off the air. Thus, the childrens programs scheduled to air on July 20 were not available by broadcast television. However, the station fees the principal cable systems in the market by fiber, which means cable viewers were able to watch the childrens shows on July 20. The stations multicast channel affiliated with CW aired only through August 6. Each week that the CW stream aired on the station, 5 hours of core programming aired on the CW stream. This programming has been accounted for in the Digital Core Programming sections question about the average number of core hours on multicast channels. This station, like many other NBC Television Network affiliates, experienced difficulty during Third Quarter in airing and rescheduling its childrens E I programs, largely as a result of the Olympics which were aired live on our station. The NBC Television Network notified the FCC by letter that stations may need additional regulatory flexibility during the quarter to meet their childrens E I obligations.
