During the third quarter, the station used reasonable efforts to reschedule all preempted programs on the NBC stream but, in the end, was unable to reschedule all preempted shows to second home time slots, and a few programs were not able to be rescheduled at all and there are no preemption reports for the unrescheduled shows. For purposes of the core programming calculation, the station has counted all of its rescheduled episodes towards its quarterly average; hence the 2.86 average provided in the Digital Core Programming section of the report. The station observes that it identifies its NBC program stream as channel 25.1 and its ABC program stream as channel 25.2. Both of those program streams are affiliated with Big Four networks and, as such, the station could just as easily identify the ABC program stream as 25.1, in which case the so called primary channel would have averaged a full 3.0 hours of core programming during the third quarter and if the NBC program stream were considered a multicast channel, it, along with the stations other two multicast streams, would have met the multicast requirement as averaged across the three multicast streams. Notwithstanding the stations imperfect performance in third quarter on the NBC program stream, the station believes that it has complied with the spirit of the Childrens Television Act.
