Astroblast, based on the book series by author and illustrator Bob Kolar, is set on a space station in an unknown solar system. Five animal characters and one three-eyed octopus of unknown derivation populate the station. Each episode begins with an everyday conversation or incident that grows into a predicament needing a solution. While these predicaments take place in a fantasy environment, the issues and resolutions resonate for a preschool audience. Through comedy and zippy action, our target audience sees how the characters learn lessons for practical living such as how to keep track of things that belong to you, practice good habits, clean up when you've made a mess, rebound from a failure or an embarrassing incident, or resist the urge to blame others for your mistakes.

Floogals is an animated show starring three space aliens--Fleeker, Flo, and Boomer-- who have been sent to earth to explore, investigate, discover and report their findings to their superiors at Floogal headquarters. The diminutive Floogals are no taller than a large safety pin and their visual perspective is literally the point of view of the show. With the multiple challenges of their size and ignorance of all things Hooman, the Floogals have a lot of work on their hands. They are engaged in the dual processes of discovery and problem solving as nothing on earth is familiar to them. The Chica Show features a five year old baby chick that spends her days with her parents in their costume shop, the Coop. The shops one employee, Kelly, doubles as Chicas nanny and the ensemble is rounded out with Bunji, a large floppy eared rabbit, and Stitches, a straw mannequin that sits in the window. In each episode Chica develops or encounters a problem that she cannot immediately resolve. Usually her issues involve impulse control, distractibility, judgment, and inter-personal behaviors. She and Kelly usually work on the problem through an adventure, a fantasy transformation to animation, where Bunji and Stitches come alive and join Chica and Kelly for the problem solving process. As a public service during this quarter, WHEC TV broadcast, as an additional multicast stream, local weather information, including live radar, 10 day forecasts, current temperature, public service announcements, sponsorship logos and other limited content. The viewers of WHEC TV often face severe weather conditions and the local weather updates, forecasts and live radar provided a public service and enhanced public safety by offering continuous information about local weather, including dangerous or imminent weather events. The Stations records indicate that this stream did not receive any cable or DBS carriage. At the time of the initial submission of this FCC Form 398 on July 5, 2016, WHEC TV appears not to have included this multicast stream. Upon further review, however, WHEC TV determined that it should include the weather stream with its other multicast services, as part of its average number of multicast hours on this report, and so amended this report as of May 24, 2019. WHEC TV also took prompt steps to increase its total number of childrens educational and informational programming to better reflect its total number of broadcast hours going forward, as well as to provide a more thorough description of all the childrens programming, both core and non-core, appearing on the Station, including the submission of updated FCC Forms 398 during the relevant quarters affected. Accordingly, this amended report now reflects the relevant core and non core educational programming as well as the primary and multicast hours aired by the Station during the relevant quarter. The following information was in our original submission, WHEC TV participates in a project whereby local high school seniors are nominated to be the News10NBC Scholar Athlete of the week. Every Tuesday our sports-team selects a unique senior who not only holds an 85 or higher average academically, but also excels in one or more school athletic programs. The recipient is profiled during the sports segment of our six oclock newscast, September through the first week of June. The following PSAs aired during the quarter. The childrens programming PSA explains the educational informational symbol; what it means and how parents can use it. Other child specific Public Service Announcements, Dont be a Bully, Do not Text While Driving, Student Attendance, do not let your kids fall behind, make sure they attend school and the March of Dimes, were also aired during the quarter. News10NBC participated in the Ad Councils campaign against Child Abuse. This PSA sends a strong message to parents, guardians and even friends to listen to kids when they come to you and tell you they have been sexually abused, BELIEVE them. Airdates and time periods are detailed in the WHEC Kids Report under Additional Documents. Once a week during this quarter we recognized kids who have gone above and beyond to help others. They are the recipients of the Rochester Police Departments and News10NBCs, Do the Right Thing award. The winners have done noteworthy things, such as organizing charity events, preventing bullying or going out of their way to help a classmate in need. Profiles were broadcast during our newscasts. Programming for the next quarter shows anticipated rescheduling to second broadcast home due to NBC sports programming.

Astroblast, based on the book series by author and illustrator Bob Kolar, is set on a space station in an unknown solar system. The station is populated by five animal characters and one three eyed octopus of unknown derivation. Each episode begins with an everyday conversation or incident that grows into a predicament of some sort needing a solution. While these predicaments take place on a space station populated by animal characters and aliens from different galaxies, the issues and resolutions resonate for a preschool audience. Through comedy and zippy action, our target audience sees how the characters learn lessons for practical living such as how to keep track of things that belong to you, practice good habits, clean up a space when youve made a mess, rebound from a failure or embarrassing incident, or resist the urge to blame others for your mistakes.

Ruff Ruff, Tweet, and Dave, RRTD, is an animated show which puts an emphasis on logical thinking and use of language through fun problem solving adventures. The trio, RRTD, is guided by Hatty, an erudite hamster who wears a hat full of questions. The three characters agree that they would like to take a particular adventure and rev up their Roly pods, enter the Spin Again transport vehicle and arrive at their destination. Once there, Hatty challenges them to make decisions and choose options that will lead to success or failure with their quest. Once their mission is complete, they review their effort, assemble the Roly Pods and head home. Their adventures are varied. They might go climb a mountain, design their own fairy tale, or build a sand castle.
