Tree Fu Tom, focuses on the amazing adventures of a young boy called Tom who, with the power of 'movement magic' called 'Tree Fu', can transform into a tiny but mighty magical super hero and travel to a wondrous enchanted kingdom called Treetopolis that exists in a tree in his backyard woods. During each program he calls upon the audience to follow his moves to send him the magic he needs to solve a problem encountered by Tom and his friends. . These include Ariella, a butterfly who is also a rancher and has rope lassoing skills; Twigs, an acorn sprite who folds himself into an acorn when he's frightened, Squirmturn, a pill bug who looks like a large and imposing coal miner but is often timid and fearful, and Zigzoo, a green tree frog and the resident genius inventor. In each episode there are an action adventure sequences that are key to resolving the challenge of the day.

Lazy Town is a show featuring the importance of health, fitness, and being good friends. Set in a fantasy world known as Lazy Town, which is populated by inactive residents, we meet a visitor named Stephanie who is determined to coax her friends and relatives into adopting a healthful, active life style. She wins over her new friends, Ziggy, Stingy, Trixie and Pixel, convincing them to leave their gaming consoles and candy stashes at home so they can go outside and play. She persuades her uncle, Mayor Milford Meanswell, and his friend Ms. Busy Body to support her efforts. Robbie Rotten, who lives underground, and is determined to return Lazy Town to its former state of inactivity and quiet, constantly foils the characters' efforts. The athlete Sportacus lives in a zeppelin-like aircraft and receives signals from the kids or the Mayor whenever they need help. He frequently comes to their rescue. Sportacus has two goals, to keep the peace and to promote healthful, positive living. When Robbie Rotten is discovered and contained through comic pratfalls, he returns to his underground lair and all is well in Lazy Town, until another day and another time when Robbie will rise again.

Ruff-Ruff, Tweet, and Dave (RRTD) is an animated show which puts an emphasis on logical thinking and use of language through fun problem solving adventures. The trio, RRTD, is guided by Hatty, an erudite hamster who wears a hat full of questions. The three characters agree that they would like to take a particular adventure and rev up their Roly-pods, enter the Spin-Again transport vehicle and arrive at their destination. Once there, Hatty challenges them to make decisions and choose options that will lead to success or failure with their quest. Once their mission is complete, they review their effort, assemble the Roly-Pods and head home. Their adventures are varied. As a public service during this quarter, WHEC TV broadcasted, as an additional multicast stream, local weather information, including live radar, 10 day forecasts, current temperature, public service announcements, sponsorship logos and other limited content. The viewers of WHEC TV often face severe weather conditions and the local weather updates, forecasts and live radar provided a public service and enhanced public safety by offering continuous information about local weather, including dangerous or imminent weather events. The Stations records indicate that this stream did not receive any cable or DBS carriage. At the time of the initial submission of this FCC Form 398 on January 5, 2016, WHEC TV appears not to have included this multicast stream. Upon further review, however, WHEC TV determined that it should include the weather stream with its other multicast services, as part of its average number of multicast hours on this report, and so amended this report to reflect this report as of May, 23, 2019, WHEC TV also took prompt steps to increase its total number of childrens educational and informational programming to better reflect its total number of broadcast hours going forward, as well as to provide a more thorough description of all the childrens programming, both core and non-core, appearing on the Station, including the submission of updated FCC Forms 398 during the relevant quarters affected. Accordingly, this amended report now reflects the relevant core and non core educational programming as well as the primary and multicast hours aired by the Station during the relevant quarter. During this quarter, WHEC aired a locally produced program, New York State Exposed Take the Test. We showed viewers stories of how innovative school concepts have improved schools across the country. We ask Rochester City School leaders and the community if they would support any of these ideas in an effort to turn around Rochesters struggling schools. This program aired 7 to 8pm on Thursday October 22, 2015 and Saturday, October 24, 2015. The following information was in our original submission, WHEC TV participates in a project whereby local high school seniors are nominated to be the News10NBC Scholar Athlete of the week. Every Tuesday our sports-team selects a unique senior who not only holds a 85 or higher average academically, but also excels in one or more school athletic programs. The recipient is profiled during the sports segment of our six oclock newscast, September through the first week of June. WHEC TV also does station tours. Program Coordinator, Karen Calarese, provided a tour for a Webster, NY High School student on Tuesday, December 29, 2015. Job descriptions and the daily responsibilities of the various departments were discussed. From, November 30, 2015 through Saturday, December 5, 2015, WHEC TV did a mini marathon broadcast for the Pirate Toy Fund. Everyday promotion and newscast time were dedicated to encouraging our viewers to donate a new toy to the Fund for needy children in our community. In addition to the toy donation, a vintage Ford Mustang was given to the Pirate Toy Fund as a raffle item. Folks from all across the country were able to buy tickets on-line. The result was over 15,000 toys and several hundreds of dollars. The following PSAs during the quarter. Airdates and time periods are detailed in the WHEC Kids Report under Additional Documents. WHEC TV airs a Kids Programming PSA that explains the programming educational/informational symbol. Do not be a Bully, stop bullying or step in and help someone who is being bullied. Reading Is Fundamental, read with your kids, it opens a whole new world. The message of the Fatherhood PSA is that men and dads make great parents too. The Fashion Week PSA, explains to viewers that this fund-raiser event supports the Center for Youth. An organization that provides services to young people seeking to deal with, explore, or understand issues of importance to them. News10NBC participated in the Ad Councils campaign against Child Abuse. This PSA sends a strong message to parents, guardians and even friends to listen to kids when they come to you and tell you they have been sexually abused, BELIEVE them. Programming for the next quarter shows anticipated rescheduling to second broadcast home due to NBC sports programming.

Ruff-Ruff, Tweet, and Dave [RRTD] is a preschool adventure/activity show where the lead characters travel to faraway lands to have adventures with their guide, a hamster named Hatty. Ruff-Ruff, the dog, is the most playful of the three; Tweet is a little bird who loves to fly and get creative with her suggestions; and Dave the Panda has a thing for bananas. RRTD might go to the beach, or the mountains, or to strange lands with pillows everywhere; just the sort of place where imagination and logic come together. The settings are always brightly colored and beautiful. And their transport vehicles are Roly-pods, artful go-carts that fit on a spiral ramp that folds in and out of the Spin-Again, a colorful round spinning top with special compartments designed to anchor each vehicle right on the outside rim during the journey.

Lazy Town is a show featuring the importance of health, fitness, and being good friends. Set in a fantasy world known as Lazy Town, which is populated by inactive residents, we meet a visitor named Stephanie who is determined to coax her friends and relatives into adopting a healthful, active life style. She wins over her new friends, Ziggy, Stingy, Trixie and Pixel, convincing them to leave their gaming consoles and candy stashes at home so they can go outside and play. She persuades her uncle, Mayor Milford Meanswell, and his friend Ms. Busy Body to support her efforts. Robbie Rotten, who lives underground, and is determined to return Lazy Town to its former state of inactivity and quiet, constantly foils the characters' efforts. The athlete Sportacus lives in a zeppelin-like aircraft and receives signals from the kids or the Mayor whenever they need help. He frequently comes to their rescue. Sportacus has two goals, to keep the peace and to promote healthful, positive living. When Robbie Rotten is discovered and contained through comic pratfalls, he returns to his underground lair and all is well in Lazy Town, until another day and another time when Robbie will rise again.

Astroblast, based on the book series by author and illustrator Bob Kolar, is set on a space station in an unknown solar system. Five animal characters and one three-eyed octopus of unknown derivation populate the station. Each episode begins with an everyday conversation or incident that grows into a predicament needing a solution. While these predicaments take place in a fantasy environment, the issues and resolutions resonate for a preschool audience. Through comedy and zippy action, our target audience sees how the characters learn lessons for practical living such as how to keep track of things that belong to you, practice good habits, clean up when you've made a mess, rebound from a failure or an embarrassing incident, or resist the urge to blame others for your mistakes.
