Include any other comments or information you want the Commission to consider in evaluating your compliance with the Children's Television Act (or use this space for supplemental explanations). This may include information on any other noncore educational and informational programming that you aired this quarter or plan to air during the next quarter, or any existing or proposed non-broadcast efforts that will enhance the educational and informational value of such programming to children. See 47 C.F.R. Section 73.671, NOTES 2 and 3. | WLWT airs only Ad Council PSA's during our local commercial time within our core children's programming. These PSA's address children's issues and are targeted at children and parents. During first quarter 2017, the stations aired additional episodes of the regularly scheduled core children's program Teen Kids News as marathons on Saturday 1:30p-2p (2/18/17); Sunday 1p, 1:30p, 2pm (1/28/17); and Sunday 1p, 1:30p (2/11/17). These marathon airings were intended to increase audience awareness of the program and to further educate and inform the teen audience about significant news events in the weeks leading up to the Presidential Inauguration and during the first "100 days" of the new Presidential Administration. The importance of engaging teen viewers in news-of-the-day -- which is a principal goal of the station's airing of these additional episodes -- cannot be overstated, as significant events occurred in all three branches of the federal government during the first quarter, and the episodes also examined significant social and cultural developments and "feel good" stories to expand the worldview and socio-cultural literacy of teen viewers. In short, these airings were designed to update the teen audience about recent events and reports, some of which they had missed due to network sports coverage. These additional core episodes were promoted via on-air crawls, and the television listing services were notified in advance of their scheduling. The station's children's core programming average set forth in the "Digital Core Programming" section of this report takes into account the fact that the First Quarter 2017 only had 12 Saturdays. Because most of the station's core programs aired on Saturdays, the calculation in the Digital Core Programming section is "artificially" low as a result of the calendrical quirk . In 2017, as part of a year-long multi-platform commitment to tackle the Addiction Epidemic in our community, WLWT has produced daily news stories focusing on this topic and in particular the faces of those impacted in our communities, primarily children. WLWT also has a dedicated link on the wlwt.com homepage, State of Addiction, with local and national content providing updates and information for viewers. On 03/26/17, on its main digital channel , WLWT pre-empted Give from 11:30am -12:00pm due to breaking news coverage of the mass shooting of 17 people that occurred at a nightclub in Cincinnati earlier that morning. A press conference was aired at this time as Cincinnati city leaders updated the community on the situation. One or more episodes of children's programming that was preempted during the quarter was not rescheduled. The Digital Core Programming Summary section of this report would not permit the station to include preemption reports for such unrescheduled preemptions, and FCC Staff has advised that no preemption report for such unrescheduled episodes is necessary. |
