FILL-IN TRANSLATOR COVERAGE COMPLIANCE: FIGURE 1 IS A MAP DEMONSTRATING THAT W260BA'S PROPOSED 60 DBU CONTOUR IS ENTIRELY WITHIN THE LESSER OF THE WJPJ DAYTIME 2 MV/M CONTOUR AND A 25 MILE CIRCLE FROM THE WJPJ TRANSMITTER SITE AS REQUIRED FOR FILL-IN COMPLIANCE. WAIVER OF SECTION 74.1233(A): AS INDICATED BY FIGURE 1, THERE WILL NOT BE 60 DBU CONTOUR OVERLAP BETWEEN THE LICENSED AND PROPOSED W260BA OPERATIONS. THEREFORE, A WAIVER OF SECTION 74.1233(A) IS REQUESTED BASED ON THE WAIVER CRITERIA (MATTOON WAIVER) ESTABLISHED BY THE FCC IN THE LETTER DATED SEPTEMBER 2, 2011 (DA 11-1495) FROM PETER DOYLE, CHIEF, AUDIO DIVISION, MEDIA BUREAU TO JOHN GARZIGLIA, ESQ. CONCERNING THE APPLICATION OF W263AQ AT MATTOON, ILLINOIS (THE CROMWELL GROUP, INC. OF ILLINOIS, BPFT-20101025ABR, FACILITY ID NO. 85639). SPECIFICALLY, IN ACCORDANCE WITH MATTOON WAIVER CRITERIA, W260BA (1) HAS NO HISTORY OF FILING SERIAL MODIFICATION APPLICATIONS AND (2) ITS LICENSED AND PROPOSED OPERATIONS WILL BE MUTUALLY EXCLUSIVE WITH ONE ANOTHER. FIGURE 1 DEMONSTRATES THAT THE LICENSED AND PROPOSED W260BA OPERATIONS ARE MUTUALLY EXCLUSIVE AS THE PROPOSED 40 DBU, F(50,10) CONTOUR OVERLAPS THE LICENSED 60 DBU, F(50,50) CONTOUR. SECTION 74.1204 COMPLIANCE: FIGURE 2 IS AN ALLOCATION STUDY FOR W260BA ON CHANNEL 260 BASED ON SECTION 74.1204. FIGURE 2 LISTS THE RESULTS OF A NUMERICAL ANALYSIS OF THE POTENTIAL FOR CONTOUR OVERLAP TO ALL NEARBY CO-CHANNEL, FIRST, SECOND AND THIRD-ADJACENT CHANNEL FACILITIES. FOR THE PURPOSES OF THE NUMERICAL STUDY, THE MAXIMUM HAAT (119 METERS) AND ERP (0.25 KW) VALUES WERE USED IN DETERMINING THE MAXIMUM DISTANCE IN ANY DIRECTION TO THE PREDICTED COVERAGE AND INTERFERING CONTOURS. STATION'S WASL AND W261CF ARE THE ONLY STATIONS CLOSE ENOUGH TO WARRANT FURTHER STUDY BASED ON THE NUMERICAL ANALYSIS IN FIGURE 2. FIGURE 3 IS A MAP WHICH DEMONSTRATES THAT THE PROPOSAL COMPLIES WITH THE CONTOUR OVERLAP PROVISIONS OF SECTION 73.1204 OF THE FCC RULES. INTERNATIONAL COORDINATION: THE PROPOSED OPERATION IS LOCATED OUTSIDE OF THE CANADIAN AND MEXICAN COORDINATION ZONES. RFR COMPLIANCE: THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE TO WORKERS AND THE GENERAL PUBLIC. THE PROPOSED TRANSMITTING ANTENNA WILL BE SIDE-MOUNTED AT THE 77 METER LEVEL ON THE EXISTING TOWER (ASRN 1044647). USING A WORST-CASE VERTICAL PLANE RELATIVE FIELD VALUE OF 1.0, A TOTAL ERP OF 0.5 KW (HORIZONTAL AND VERTICAL POLARIZATION), THE CALCULATED POWER DENSITY AT 2 METERS ABOVE GROUND LEVEL AT THE BASE OF THE TOWER IS 0.003 MILLIWATT PER SQUARE CENTIMETER (MW/CM2), OR 1.5 PERCENT OF THE COMMISSION'S RECOMMENDED LIMIT FOR AN UNCONTROLLED ENVIRONMENT (0.2 MW/CM2 FOR FM FREQUENCIES). ACCESS TO THE TRANSMITTING IS RESTRICTED AND APPROPRIATELY MARKED WITH WARNING SIGNS. FURTHERMORE, AS THIS IS A MULTI-USER SITE, A PROTOCOL WILL BE IN PLACE TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE MONITORS OR SCHEDULING WORK WHEN THE STATIONS ARE AT REDUCED POWER OR SHUT DOWN.
