AN ENVIRONMENTAL ASSESSMENT IS NOT REQUIRED WITH REGARD TO THIS APPLICATION FOR A NEW DIGITAL TRANSLATOR STATION SINCE THE EXISTING ANTENNA SUPPORTING STRUCTURE IS AN FCC REGISTERED TOWER AND THE MAXIMUM PERMISSIBLE RADIO-FREQUENCY (RF) ELECTROMAGNETIC EXPOSURE LIMITS FOR CONTROLLED AND UNCONTROLLED ENVIRONMENTS WILL NOT BE EXCEEDED. AS SUCH, THE APPLICATION IS CATEGORICALLY EXCLUDED FROM ENVIRONMENTAL PROCESSING IN ACCORDANCE WITH RULE SECTION 1.1306. IT WAS DETERMINED USING THE PREDICTION METHODOLOGY IN OET BULLETIN NO. 65 (OET-65) THAT THE NEW TRANSLATOR CAN OPERATE ON CHANNEL 26 AT 0.66 KW ERP IN COMPLIANCE WITH THE MAXIMUM PERMISSIBLE EXPOSURE (MPE) LIMITS IN SECTION 1.1310. SPECIFICALLY, THE WORST-CASE POWER DENSITY CONTRIBUTION AT GROUND LEVEL IS ESTIMATED TO BE 9.6 MICROWATTS/SQUARE CENTIMETER, WHICH IS WELL WITHIN THE APPLICABLE LIMITS FOR UNCONTROLLED AND CONTROLLED ENVIRONMENTS OF 361.3 AND 1,806.7 MICROWATTS/SQUARE CENTIMETER, RESPECTIVELY. THIS DETERMINATION OF COMPLIANCE WAS CALCULATED BASED ON THE APPLICATION TECH-BOX PARAMETERS AND ASSUMING 100% ANTENNA RELATIVE FIELD IN ALL DIRECTIONS. THE APPLICANT IS NOT REQUIRED TO FURTHER EVALUATE THE ANTENNA LOCATION WITH RESPECT TO OTHER RF SOURCES SINCE THE CALCULATED POWER DENSITY CONTRIBUTION AT GROUND LEVEL IS LESS THAN 5% OF THE MPE LIMITS. WITH REGARD TO OCCUPATIONAL EXPOSURE AT ELEVATIONS GREATER THAN 2 METERS ABOVE GROUND, WORKERS WILL BE PROTECTED FROM EXCESSIVE EXPOSURE TO RF FIELDS IN ACCORDANCE WITH THE METHODS RECOMMENDED IN OET-65. ALL MAINTENANCE AND OTHER RELATED WORK INVOLVING EXPOSURE AT ELEVATIONS ABOVE GROUND LEVEL WILL BE COORDINATED TO EFFECTIVELY PREVENT ACCESS TO RF FIELDS IN EXCESS OF THE CONTROLLED EXPOSURE LIMIT. PREVENTATIVE STEPS TO PROTECT WORKERS DURING SUCH SCHEDULED PROJECTS SHALL INCLUDE REDUCING POWER OR SHUTTING DOWN THE FACILITY.
