THE APPLICANT REQUESTS THIS TEMPORARY AUTHORIZATION TO CORRECT SOME DIFFICULTY WITH SIGNAL RECEPTION OF THE PRIMARY WDVB CHANNEL 23 SIGNAL IN THE AREA WHERE THIS FACILITY IS PROPOSED. THE MEASURED SIGNAL STRENGTH FROM THE WDVB DIGITAL SIGNAL IS BELOW THE THRESHOLD OF RECEPTION LEVEL IN THIS AREA. THE PROPOSED DIGITAL FACILITY IS LOCATED WITHIN THE CONTOUR OF THE PRIMARY WDVB DIGITAL SIGNAL. THUS THE PROPOSED FACILITY IS REQUESTED TO PROVIDE ADDITIONAL SIGNAL IN THIS AREA UNTIL A BETTER SOLUTION FOR THE PRIMARY DIGITAL FACILITY CAN BE DEVELOPED. IT MAY BE NECESSARY TO PHYSICALLY MOVE THE PRIMARY ANTENNA SO THAT THE PRESENTLY UNSERVED AREA ON THE EAST SIDE OF THE MANHATTAN AND QUEENS NEW YORK AREA RECEIVES A STRONGER SIGNAL. HOWEVER, THAT IS NOT PRESENTLY FEASIBLE. THE APPLICANT RECOGNIZES THAT IT IS POSSIBLE THAT THE PROPOSED DIGITAL FACILITY MAY CAUSE SELF-INTERFERENCE TO WDVB BUT WILL ACCEPT THE INTERFERENCE IF IT OCCURS. AS EVIDENCED BY THE ATTACHED INTERFERENCE STUDY, NO INTERFERENCE TO ANY OTHER PERMANENT AUTHORIZATIONS OR APPLICATIONS IS PREDICTED FROM THE PROPOSED FACILITY. THE PROPOSED FACILITY CONSISTS OF A TYPE CERTIFIED DIGITAL TRANSMITTER USING A STRINGENT EMISSION MASK FILTER, APPROXIMATELY 75 FEET OF 1/2' HELIAX TRANSMISSION LINE, AND AN MCI PANEL ANTENNA TO GENERATE 100 WATTS OF EFFECTIVE RADIATED POWER. AN INTERFERENCE ANALYSIS AND RF EXPOSURE ANALYSIS HAVE BEEN EXECUTED TO CONFIRM THAT THERE IS NO OTHER INTERFERENCE OR RF EXPOSURE HAZARD ASSOCIATED WITH THE PROPOSED FACILITY. THE ATTACHED MAP INDICATES THAT THE CHANNEL 23 FACILITY 51 DBU CONTOUR IS ALSO WITHIN THE CONTOUR OF THE WDVB FACILITY. THE INTERFERENCE ANALYSIS WAS EXECUTED USING THE TV PROCESS 2010 SOFTWARE IMPLEMENTING THE OET-69 METHODOLOGY RUNNING ON A SUN WORKSTATION.
