ON 15 AUGUST 2013, A COMPUTERIZED ALLOCATION ANALYSIS WAS PERFORMED ON THE FACILITIES PROPOSED HEREIN USING DATA FROM THE COMMISSION'S CDBS, CURRENT AS OF 15 AUGUST 2013. THE SOFTWARE TO PERFORM THIS ANALYSIS WAS PROVIDED BY V-SOFT COMMUNICATIONS. A COPY OF THIS STUDY IS ATTACHED. THIS ANALYSIS REVEALED ONE ASSIGNMENT REQUIRING FURTHER STUDY. THIS IS THE THE LICENSED THIRD CHANNEL ADJACENT FACILITIES OF KKNU, SPRINGFIELD-EUGENE, OREGON. THE 100 DBU INTERFERING CONTOUR OF THE PROPOSED FACILITY IS ENTIRELY ENCOMPASSED BY THE KKNU PROTECTED CONTOUR. THE APPLICANT CHOOSES TO SHOW THAT NO ACTUAL INTERFERENCE WILL OCCUR BECAUSE THERE IS NO POPULATION IN THE AREA OF PREDICTED INTERFERENCE. A U/D METHODOLOGY WILL BE USED TO PREDICT THE AREAS OF INTERFERENCE. THE KKNU SIGNAL STRENGTH AT THE PROPOSED TRANSMITTER SITE IS EQUAL TO 64.7 DBU. INTERFERENCE WILL OCCUR WHEN THE RATIO OF UNDESIRED SIGNAL TO DESIRED SIGNAL EXCEEDS 40 DB. THEREFORE, THE AREA OF INTERFERENCE TO KPSI IS BOUNDED BY THE PROPOSED 104.7 DBU CONTOUR. THE DISTANCE TO THIS CONTOUR IS 92 METERS. DISTANCES TO THE INTERFERING CONTOUR WAS COMPUTED USING THE FREE SPACE METHOD. AN EXHIBIT OUTLINING THE FORMULA USED TO CALCULATE THIS DISTANCE AND ITS DERIVATION IS ATTACHED. ATTACHED IS AN AERIAL PHOTOGRAPH OF THE PROPOSED TRANSMITTER SITE WITH A PLOT OF THE 104.7 DBU CONTOUR SUPERIMPOSED. THIS SHOWS CLEARLY THAT THE ONLY STRUCTURES WITHIN THE PREDICTED INTERFERENCE ARE UNMANNED COMMUNICATIONS SITES. THE APPLICANT BELIEVES THAT THE FACILITIES PROPOSED HEREIN FULLY COMPLY WITH THE COMMISSIONS RULES OF ALLOCATION.
