A WORST CASE APPROXIMATION OF THE POWER DENSITY TO BE PRODUCE BY WTMK AT GROUND LEVEL DEMONSTRATES THAT THE FACILITIES PROPOSED AT THE NEW ANTENNA HEIGHT DO NOT EXCEED THE MAXIMUM PERMISSIBLE EXPOSURE (MPE) LIMITS SET FORTH IN SECTION 1.1310. THE APPLICABLE MPE LIMITS FOR UNCONTROLLED AND CONTROLLED SITUATIONS ARE 200 AND 1,000 UW/CM SQUARED, RESPECTIVELY. THE FM MODEL SOFTWARE INDICATES A WORST-CASE EXPOSURE LEVEL OF 1.65 UW/CM SQUARED BASED ON THE TYPE OF ANTENNA SYSTEM THAT WTMK PROPOSES TO EMPLOY, WHICH IS A 2-BAY ERI ROTOTILLER SERIES (TYPE 3) ANTENNA WITH HALF-WAVE SPACING. THIS EXPOSURE LEVEL IS LESS THAN 1 PERCENT THE MPE LIMITS. THE SUPPORTING TOWER WAS CONSTRUCTED BEFORE MARCH 16, 2001 AND THE MOUNTING OF THE PROPOSED ANTENNA WILL NOT INCREASE THE EXISTING HEIGHT OF THE TOWER BY MORE THAN 10 PERCENT. THE PROPOSED HEIGHT SPECIFICATIONS ARE SHOWN IN THE ATTACHED ELEVATION DRAWING. A PLOT OF THE EXPOSURE LEVELS COMPUTED USING THE FM MODEL IS ALSO ATTACHED. THE FCC RULES STIPULATE THAT ACTIONS NECESSARY TO BRING A MULTIPLE TRANSMITTER SITE INTO COMPLIANCE ARE THE RESPONSIBILITY OF ALL LICENSEES WHOSE TRANSMITTERS PRODUCE POWER DENSITY LEVELS IN EXCESS OF 5 PERCENT OF THE MPE LIMITS. SINCE THE WORST-CASE POWER DENSITY LEVEL FOR WTMK IS PREDICTED TO BE LESS THAN 1 PERCENT, NO FURTHER EXAMINATION OF THE ANTENNA LOCATION WAS CONDUCTED. ACCORDINGLY, THE SPECIFIED MODIFICATION COMPLIES WITH THE EXPOSURE LIMITS. WORKERS WILL BE PROTECTED FROM EXCESSIVE EXPOSURE TO RF FIELDS AT ELEVATIONS GREATER THAN 2 METERS ABOVE GROUND IN ACCORDANCE WITH THE METHODS RECOMMENDED IN OET-65. ALL MAINTENANCE AND OTHER RELATED WORK TO BE PERFORMED AT ELEVATIONS HIGHER THAN 2 METERS WILL BE COORDINATED TO PREVENT EXPOSURE TO POWER DENSITY LEVELS IN EXCESS OF THE CONTROLLED MPE LIMIT. PREVENTATIVE STEPS TO PROTECT WORKERS SHALL INCLUDE REDUCING POWER OR SHUTTING DOWN THE FACILITY.
