1. THE PURPOSE OF THIS APPLICATION IS TO CORRECT THE KUNP SITE COORDINATES AND ANTENNA HEIGHT DATA. THIS WILL RESULT IN A DECREASE IN THE ANTENNA RADIATION CENTER HEIGHT ABOVE MEAN SEA LEVEL FROM 2187 METERS TO 2176 METERS. IN ADDITION, THERE WILL BE A 2 SECOND CHANGE IN LATITUDE AND A 3 SECOND CHANGE IN LONGITUDE (FROM N45-18-35/W117-43-57 TO N45-18-33/W117-43-54). NO OTHER CHANGES ARE PROPOSED. 2. INTERFERENCE STUDY PARAMETERS - OET-69 INTERFERENCE STUDY WAS BASED ON A CELL SIZE OF 2.0 KM AND A TERRAIN INCREMENT OF 1.0 KM. 3. CITY COVERAGE COMPLIANCE THE INSTANT APPLICATION WILL PROVIDE THE REQUISITE CITY GRADE SIGNAL TO ALL OF LA GRANDE (SEE FIGURE 1). 4. TOWER REGISTRATION BASED ON THE FCCS TOWAIR PROGRAM, THE EXISTING SUPPORTING STRUCTURE DOES NOT REQUIRE REGISTRATION (SEE FIGURE 2). 5. SECTION 73.1030 COMPLIANCE - THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS. 6. INTERNATIONAL CONSIDERATIONS - THE PROPOSED OPERATION IS LOCATED OUTSIDE OF THE BORDER AREAS OF CANADA AND MEXICO. 7. RF HAZARD STATEMENT - THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE PROPOSED DTV ANTENNA IS LOCATED 32 METERS ABOVE GROUND LEVEL. THE MAXIMUM DTV ERP IS 18.95 KW (HORIZONTAL POLARIZATION). A CONSERVATIVE VERTICAL PLANE RELATIVE FIELD VALUE OF 0.3 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS ASSUMED FOR THE ANTENNA'S DOWNWARD RADIATION. THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 0.253 MW/CM2. THIS IS 78% OF THE FCC'S RECOMMENDED LIMIT OF 0.323 MW/CM2 FOR CHANNEL 16 FOR AN UNCONTROLLED ENVIRONMENT. THEREFORE, BASED ON THE RESPONSIBILITY THRESHOLD OF 5%, THE PROPOSAL WILL COMPLY WITH THE RF EMISSION RULES. PUBLIC ACCESS TO THE TRANSMITTING SITE IS RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, A PROTOCOL IS IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES ARE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE. FINALLY, IT IS NOTED THAT THIS TECHNICAL EXHIBIT ONLY ADDRESSES THE POTENTIAL FOR RADIO FREQUENCY ELECTROMAGNETIC FIELD EXPOSURE.
