OET-69 STUDIES WERE BASED ON A CELL SIZE OF 2.0 KM AND A TERRAIN INCREMENT OF 1.0 KM. THE RELEVANT NET SERVICE POPULATION FIGURES ARE AS FOLLOWS BASED ON AN OET-69 LONGLEY-RICE COVERAGE ANALYSIS CONSIDERING LOSSES DUE TO TERRAIN AND INTERFERENCE, USING 2000 CENSUS DATA: KFTU-DT CHANNEL 36 APPENDIX B ALLOTMENT: 34,000 PERSONS KFTU-DT PROPOSED CHANNEL 36 POST-TRANSITION MAXIMIZATION: 98,345 PERSONS THE PROPOSED OPERATION IS LOCATED OUTSIDE OF THE BORDER AREA OF CANADA. THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS. MEXICAN MOU COMPLIANCE - STATION KFTU-DT HAS A DTV OPERATION THAT IS CURRENTLY APPROVED (COORDINATED) BY MEXICO, NAMELY, OPERATION ON CHANNEL 36 WITH A NONDIRECTIONAL ERP OF 1000 KW AND AN HAAT OF 198 METERS FROM A DIFFERENT LOCATION AT LATITUDE 31-26-19, LONGITUDE 109-39-44 (ASR 1038231). FIGURE 3 IS A MAP WHICH DEMONSTRATES THAT THE NOISE-LIMITED (41 DBU) CONTOUR FOR THE PROPOSED KTFU-DT OPERATION IS FULLY ENCOMPASSED WITHIN THE NOISE-LIMITED CONTOUR FOR THE MEXICAN APPROVED OPERATION. THEREFORE, IT IS BELIEVED THAT THE INSTANT STA COMPLIES WITH THE PROVISIONS OF THE MEMORANDUM OF UNDERSTANDING BETWEEN THE FEDERAL COMMUNICATIONS COMMISSION OF THE UNITED STATES OF AMERICA AND THE SECRETARIA DE COMUNICACIONES Y TRANSPORTES OF THE UNITED MEXICAN STATES RELATED TO THE USE OF THE 54-72 MHZ, 76-88 MHZ, 174-216 MHZ AND 470-806 MHZ BANDS FOR THE DIGITAL TELEVISION BROADCASTING SERVICE ALONG THE COMMON BORDER DATED JULY 22, 1998 (MOU), AND MEXICAN COORDINATION IS NOT REQUIRED.
