EXHIBIT 7 DESCRIPTION: ENVIRONMENTAL IMPACT STATEMENT THE ORIGINAL APPLICATION WAS FOR A HIGHER ERP THAN THE MODIFIED APPLICATION SUBMITTED HERE. THEREFORE, IT IS IN COMPLIANCE. HOWEVER, WE ARE RECALCULATING AND ENCLOSING THE ENVIRONMENTAL IMPACT STATEMENT AS REVISED BY THE CHANGE IN ANTENNA. HUMAN EXPOSURE TO RF RADIATION HAS BEEN STUDIED WITH THE FOLLOWING RESULTING LIMITATIONS: FREQUENCY RANGE POWER DENSITY A. LIMIT FOR OCCUPATIONAL/CONTROLLED EXPOSURES 300-1500 MHZ FREQ/300 MW/CM^2, 6 MIN TIME AVERAGED B. LIMITS FOR GENERAL POPULATION/UNCONTROLLED EXPOSURES 300-1500 MHZ FREQ/1500 MW/CM^2, 30 MIN TIME AVERAGED THE FOLLOWING FORMULA COMPUTES THE CLOSEST DISTANCE IN FEET THAT A HUMAN SHOULD COME TO AN OPERATING ANTENNA. D = SQRT (F^2 * (HERP + VERP) ------------------------- 1.667 * SQRT (PD) WHERE D = CLOSEST DISTANCE IN FEET THAT A HUMAN SHOULD BE PERMITTED TO COME TO AN OPERATING ANTENNA (DIVIDE BY 3.3208 FOR METERS) F = TYPICAL RELATIVE FIELD FACTOR IN DOWNWARD DIRECTION. (F=1, WORST CASE, MAIN LOBE) HERP = HORIZONTAL ERP IN WATTS (ABOVE A DIPOLE) VERP = VERTICAL ERP IN WATTS (ABOVE A DIPOLE) PD = POWER DENSITY IN MILLIWATTS PER SQUARE CENTIMETER SQRT = SQUARE ROOT OF ITEM IN BRACKETS () FREQ = FREQUENCY IN MHZ THE APPLICATION OF THE ABOVE EQUATION (ASSUMING MAXIMUM ERP OF THE MAIN LOBE), IN OUR CASE, FOR A FREQUENCY OF 503 MHZ (500-506 MHZ BAND, CHANNEL 19, PLUS OFFSET 10KHZ), AND A POWER DENSITY OF 1.68 MW/CM^2 RESULTS IN A MINIMUM SAFE DISTANCE OF 14 FEET FROM THE ANTENNA. AS THE LOWEST ELEMENT ON THE ANTENNA IS 30 FEET ABOVE GROUND LEVEL, IT IS OBVIOUS THAT NO HAZARD FROM RADIATION WILL EXIST FOR OCCUPATIONAL/CONTROLLED EXPOSURES FOR WORKERS ON THE GROUND. TRANSMITTING POWER WILL BE REDUCED OR TURNED OFF WHEN WORKING ON THE TOWER. USING THE EQUATION FOR GENERAL POPULATION EXPOSURES OF 0.34 MW/CM^2 ON THE MAIN LOBE, THE MINIMUM SAFE DISTANCE FROM THE ANTENNA IS 31 FEET DIRECTLY IN FRONT OF THE TRANSMITTING ANTENNA. WITH 3 DEGREE DOWNTILT, 31 FEET IN FRONT OF THE ANTENNA MOUNTED 30 FEET IN THE AIR WILL BE 28.4 FEET ABOVE THE GROUND. HENCE IT WILL BE SAFE FOR MEMBERS OF THE PUBLIC ON THE GROUND. THE TERRAIN IS SUCH THAT APPROXIMATELY 30 FEET IN FRONT OF THE ANTENNA, THERE IS A SHARP DROP OFF IN ELEVATION. AT 30 FEET IN FRONT OF THE BASE OF THE TOWER, RADIATION WILL BE 19% OF FULL POWER OR 177 WATTS. AT THIS POWER LEVEL, GENERAL POPULATION MAY COME WITHIN 13.5 FEET OF THE ANTENNA. AS THE ANTENNA IS 30 FEET IN THE AIR AND 30 FEET FEET FROM THE BASE AT THIS LOCATION, IT IS OBVIOUS THERE IS NO RADIATION HAZARD TO THE PUBLIC ON THE GROUND. THESE CALCULATIONS ARE MADE FOR RADIATION EFFECTS OF A SINGLE CHANNEL OPERATION ON CHANNEL19. HOWEVER, AS THE ANTENNA HAS BEEN SET UP ON A 3 CHANNEL COMBINER, USING CHANNELS 19, 21, AND 23, THE TOTAL ERP WILL BE AS FOLLOWS: (930 WATTS ON CHANNEL 19, 800 WATTS ON CHANNEL 21, AND 930 WATTS ON CHANNEL 23 FOR A TOTAL OF 2660 WATTS) FOR A FREQUENCY OF 500 MHZ (LOWEST FREQUENCY OF THE THREE CHANNELS), AND A POWER DENSITY OF 1.67 MW/CM^2, THE MINIMUM SAFE DISTANCE FOR OCCUPATIONAL/CONTROLLED EXPOSURES IS 24 FEET. AS THE LOWEST ELEMENT OF THE ANTENNA IS 30 FEET OFF THE GROUND, IT IS OBVIOUSLY IN COMPLIANCE. NO WORK IS TO BE DONE ON THE TOWER WITHOUT REDUCTION IN TRANSMITTER POWER BY TURNING OFF THE TRANSMITTERS. USING THE FORMULA AND COMBINED RF EXPOSURE FOR GENERAL POPULATION, THE MINIMUM SAFE DISTANCE FOR 0.33 MW/CM^2 IS 54 FEET DIRECTLY IN FRONT OF THE ANTENNA. AT THE 45 DEGREE DOWNTILT RADIAL FROM THE ANTENNA, POWER WILL BE 19% OF THE MAIN LOBE OR 505 WATTS. USING THE FORMULA, GENERAL PUBLIC MUST BE 23.4 FEET FROM THE ANTENNA ON THIS RADIAL. AS THE ANTENNA IS 30 FEET TALL, 30 FEET IN FRONT OF IT IS 42.4 FEET FROM THE ANTENNA, GREATER THAN THE REQUIRED 23.5 FEET. AS YOU MOVE CLOSER TOWARDS THE BASE OF THE ANTENNA, RADIATION LEVELS ARE LESS MAKING THE SAFE DISTANCE FURTHER, BUT EVEN IF ONE USES THE REQUIRED 23.5 FEET ON THE 45 DEGREE RADIAL IT IS OBVIOUSLY SAFE BECAUSE A 6 FEET TALL PERSON STANDING AT THE BASE OF THE ANTENNA WILL BE 24 FEET FROM THE LOWEST PART OF THE ANTENNA. DIRECTLY BELOW THE POINT 23.5 FEET FROM THE ANTENNA ON THE 45 DEGREE RADIAL, THIS POINT IS 13.45 FEET ABOVE THE GROUND. I KNOW OF NO PERSONS EVEN CLOSE TO THIS HEIGHT. THEREFORE WITH ALL THREE CHANNELS OPERATING, THE SITE WILL BE SAFE FOR MEMBERS OF THE PUBLIC. THE TERRAIN DROPS OFF SHARPLY ROUGHLY 30 FEET IN FRONT OF THE TOWER FURTHER PROTECTING THE PUBLIC FROM RADIATION. THE TRANSMITTING SITE HAS BEEN DESIGNATED AS THE SQUAW PEAK ELECTRONIC SITE BY THE U.S. FOREST SERVICE. IT IS LOCATED IN A REMOTE MOUNTAINOUS REGION FAR REMOVED FROM LOCAL POPULATIONS WITH NO KNOWN ENVIRONMENTAL CONCERNS. THE SITE IS IN GENERAL, A ROCKY FIELD, WITH SCATTERED PINE TREES IN THE VICINITY. NO TREES ARE BEING DISTURBED BY THE FACILITY. IT IS THE ONLY SITE IN THE IMMEDIATE VICINITY SPECIFIED AS AN ELECTRONIC SITE BY THE FOREST SERVICE THAT IS IN CLOSE PROXIMITY TO ELECTRIC POWER AND CAPABLE OF PROVIDING SUITABLE COVERAGE TO THE DESIRED LOCATIONS. THE TRANSMITTING ANTENNA IS MOUNTED AT THE TOP OF A THREE SIDED TOWER WITH A SMALL TRANSMITTER BUILDING SITUATED SOUTH SOUTHWEST OF THE BASE OF THE TOWER. TOWER LIGHTING IS NOT REQUIRED AND NOT PROVIDED.
