THE PROPOSED FACILITY PROVIDES COMPLETE CONTOUR PROTECTION TO ALL FACILITIES AS SHOWN ON THE ATTACHED ALLOCATION STUDY. THE ONLY CONTOUR OVERLAP IS FROM THE PROPOSED 100 DBU TO THE 60 DBU OF SECOND ADJACENT CHANNEL STATION K206CA. THE MEMORANDUM OPINION AND ORDER IN BPFT-19981001TA, LIVING WAY MINISTRIES, RELEASED SEPTEMBER 9, 2002, HAS BEEN FOLLOWED TO DOCUMENT THE FACT THAT THERE IS NO POPULATION IN THE OVERLAP AREA, THAT THE AREA IS UNPOPULATED AND THAT THERE WILL BE NO INTERFERENCE TO K206CA DUE TO THE RURAL NATURE OF THE AREA. FIGURE 1 DEPICTS THE PROPOSED 100 DBU AND K206CA 60 DBU AND SHOWS THAT THE OVERLAP AREA IS SMALL BEING 0.39 SQUARE KILOMETERS. FIGURE 3 IS A 2003 DELORME STREET ATLAS MAP DEPICTING THE TOWER SITE, MOST RECENT ROADS AND THE MINIMAL NUMBER OF SECONDARY ROADS IN THE OVERLAP AREA (THE ROAD LOCATIONS ARE ESSENTIALLY THE SAME AS ON THE ALLOCATION MAPPING).
