THE PROPOSED WGPX-DT POST-TRANSITION MAXIMIZATION APPLICATION WILL COMPLY WITH THE 0.5% DE MINIMIS INTERFERENCE PROTECTION REQUIREMENTS, WILL PROVIDE THE REQUISITE CITY GRADE SIGNAL TO ALL OF BURLINGTON (SEE FIGURE 2) AND WILL PROVIDE 128% REPLICATION OF THE DTV APPENDIX B POPULATION. OET-69 STUDIES WERE BASED ON A CELL SIZE OF 2.0 KM AND A TERRAIN INCREMENT OF 1.0 KM. THE RELEVANT NET SERVICE POPULATION FIGURES ARE AS FOLLOWS BASED ON AN OET-69 LONGLEY-RICE COVERAGE ANALYSIS CONSIDERING LOSSES DUE TO TERRAIN AND INTERFERENCE, USING 2000 CENSUS DATA: WGPX-DT CHANNEL 14 APPENDIX B ALLOTMENT: 1,712,000 PERSONS WGPX-DT PROPOSED CHANNEL 14 POST-TRANSITION MAXIMIZATION: 2,183,228 PERSONS THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS. THE PROPOSED OPERATION IS LOCATED OUTSIDE OF THE BORDER AREAS OF MEXICO AND CANADA. IT IS RECOGNIZED THAT THE PROPOSED WGPX-DT CHANNEL 14 OPERATION IS ADJACENT CHANNEL TO FREQUENCIES USED BY THE LAND MOBILE RADIO SERVICE (LMRS). THE APPLICANT INTENDS TO USE PROPER FILTERING TO ALLEVIATE ADVERSE INTERFERENCE PROBLEMS WITH LMRS.
