A SPREADSHEET WAS USED TO DETERMINE THE DEPRESSION ANGLES THAT WOULD INCLUDE GROUND LEVEL EXPOSURE WITHIN 315 METERS OF THE TOWER. THE VERTICAL PLANE PATTERN FURNISHED BY THE MANUFACTURER WAS USED TO EVALUATE THE TOTAL POWER DENSITY FOR A 2 METER TALL OBSERVER LOCATED AT EACH OF THE TABULATED DEPRESSION ANGLES WITHIN 315 METERS OF THE TOWER BASE. SIMPLE TRIGONOMETRY WAS USED TO DETERMINE THE DISTANCE FROM THE ANTENNA TO THE 2 METER TALL OBSERVER AT EACH LOCATION. EQUATION 10 OF OET BULLETIN NO. 65 WAS THEN USED TO CALCULATE THE POWER DENSITY AT EACH LOCATION. FINALLY, THE PREDICTED POWER DENSITY WAS COMPARED TO BOTH THE GENERAL POPULATION AND OCCUPATIONAL EXPOSURE LEVEL LIMITS. THE RESULTS ARE SHOWN IN THE ATTACHED EXHIBIT 12. INSPECTION OF THIS EXHIBIT WILL SHOW THAT THE POWER DENSITY FROM THE PROPOSED FACILITY NEVER EXCEEDS 5 PERCENT OF EITHER LIMIT WITHIN 315 METERS OF THE TOWER BASE. THEREFORE, THE SITE COMPLIES WITH SECTION 1.1307(B)(3) OF THE RULES AND NO FURTHER CONSIDERATION OF OTHER RADIOFREQUENCY SOURCES IS REQUIRED. REGARDING COMPLIANCE WITH NEPA, THE NATIONWIDE PROGRAMMATIC AGREEMENT AND NHPA SECTION 106 FOR TOWER CO-LOCATION, COMPLIANCE IS NOT REQUIRED WHERE THERE IS NO NEW CONSTRUCTION ON AN EXISTING TOWER AND THE TOWER IS NOT BEING SIGNIFICANTLY ALTERED. SPECIFICALLY, COMPLIANCE IS NOT NECESSARY WHERE, AS HERE, ONLY AN ANTENNA AND FEEDLINE ARE BEING ATTACHED TO AN EXISTING STRUCTURE.
